APS Certificate for Indian Students in Germany (2026 Guide)

What is an APS certificate?

APS stands for Akademische Prüfstelle (Academic Evaluation Centre). APS India is attached to the Science Section of the German Embassy in New Delhi and works with the German Academic Exchange Service (DAAD). It verifies Indian academic records and confirms that the submitted qualifications are genuine.

APS verification is separate from university admission and from the student visa decision. APS checks academic documents; the university decides admission, and the German Mission decides the visa.

Who normally needs APS?

The current student-visa checklist from the German Missions in India says an APS certificate is mandatory for most applicants using Indian school or university qualifications. The listed exceptions include:

• PhD or postdoctoral studies in Germany
• A scholarship or stipend funded by German or EU public funds
• Studies based on a non-Indian school qualification, such as the International Baccalaureate
• Studies based on a non-Indian university degree
• A programme in Germany that awards a non-German degree

Exemptions depend on the exact study and visa category. Use the official visa checklist and APS eligibility tools rather than relying only on an agent or social-media post.

The new 70% Class XII rule for Winter Semester 2026/27

According to the official APS India notice, the updated evaluation criteria apply to admissions from Winter Semester 2026/27 onward. For the two established undergraduate routes, applicants need at least 70% of the maximum achievable overall marks in their Class XII certificate. APS states that this threshold applies regardless of the board, including central and state boards.

The two bachelor pathways

1. Studienkolleg pathway: Class XII with at least 70% overall plus an APS certificate may qualify an applicant for subject-restricted admission through a Studienkolleg. The applicant must then meet the Studienkolleg and assessment-exam requirements.
2. One-year bachelor pathway: Class XII with at least 70%, an APS certificate, and one successfully completed academic year in a recognised bachelor’s programme may qualify an applicant for direct subject-restricted admission in the previous or a closely related field.

“May qualify” is important: meeting these conditions does not guarantee admission. The university evaluates the programme, subjects, language level, deadlines, and any additional criteria.

Does the change affect earlier admissions?

APS India says the revised rules apply from Winter Semester 2026/27. They do not retroactively change admissions for earlier intakes. APS also states that certificates already issued remain valid. If your case sits near the transition date or your academic pathway has changed, request confirmation from APS India or the university handling your application.

How to apply for APS India

1. Use the official APS eligibility quiz and select the checklist matching your academic background.
2. Register through the official APS India portal. Make sure names, dates, marks, and institutions match your documents.
3. Pay the APS procedure fee. Official 2026 APS documents list a non-refundable fee of INR 18,000; confirm the amount and payment instructions before paying.
4. Prepare the documents in the applicable official checklist. Depending on the procedure, these can include passport and Aadhaar copies, Class X and XII records, university semester records, degree or provisional certificate, language results, TestAS, or other pathway-specific evidence.
5. Submit the required package as directed by APS India. APS verifies the records with the issuing institutions and may ask for additional information or an academic interview.
6. If verification succeeds, APS sends a digitally signed certificate (DigZert) to the registered email address.

How long is an APS certificate valid?

APS India’s official FAQ and DigZert guidance say a candidate generally applies only once and the certificate is valid indefinitely once issued. This corrects a claim repeated in some third-party articles that the certificate lasts only three years.

Keep the original digitally signed PDF. APS India warns against renaming, merging, compressing, scanning, or otherwise editing it because modifications can interfere with digital-seal verification. Follow the current German Mission checklist on whether a printed copy is also needed for your visa appointment.

APS and the German student visa

The German government introduced APS into the Indian student-visa process on 1 November 2022. For applicants who require APS, the certificate must be obtained before booking the relevant visa appointment because the booking process may request the APS case number. Most student applications are handled through VFS, but the correct submission route depends on the responsible German Mission and visa category.

The APS certificate is only one part of the visa file. You will still need the applicable admission letter, proof of finance, health insurance, passport, forms, photographs, and any other documents in the current official checklist.
